The redenomination will happen in country, as they will become a mostly electronic system ( I’m sure some paper will be printed). The revaluation (rate) will be for out of country. 

Just think if they exchange of currency was all done on the new system (has I believe it will be) 

-Take hard currency to bank.

-Bank verifies currency and deposits it. 

-Upon depositing it, it will instantaneously become RLUSD.

-The bank, also instantaneously, submits it to the XRP exchange system. 

-The exchange rate is instantaneously applied

And both parties (Iraq and you) receive the proper funds. 

-The outcome to the parties will be digital RLSUD for you and RLIQD for Iraq.

We are looking at total control, safety, management of currency.

This will likely be backed by gold!
