The System Integrity through Licensed Vault Expansion and Resilience (SILVER) Act is a bipartisan legislative proposal introduced in Congress to de-risk and diversify U.S. precious metals markets.

Regional Depository Expansion:
It directs the Commodity Futures Trading Commission (CFTC) to require clearing organizations to approve at least two approved precious metal depositories in each of the four contiguous U.S. time zones (Eastern, Central, Mountain, and Pacific).
Market Decentralization:
Currently, most facilities approved for delivery against futures contracts are clustered near New York City. The bill aims to reduce this over-concentration, which lawmakers argue poses national security risks and anti-competitive behavior.
Benefits to the Economy:
By expanding the network of approved storage facilities, the legislation seeks to lower storage and transportation costs, improve liquidity, and increase market resiliency against cyber incidents or severe weather events.
