Are Men responsible for controlling their thought and actions?

I had a question I directed to my dear friend, because I noticed that many young women are covering their heads. I know that Christ set us free, and all things are possible for the believer, but not all things are beneficial. This was her comment about this subject. 
"She sounds like a Muslim. It is the same mentality, putting too much responsibility on men to control their thoughts and actions. 

The verses about long hair and head coverings in the Bible were mistranslated. They actually say the opposite of how they were translated, that it is a person's right to decide how to wear their own hair, even if women want to shave their heads. Paul only advised them to cover their heads to comply with cultural norms, to avoid being mistaken as prostitutes, as only prostitutes in that culture went about with their hair uncovered or shorn. 

As far as I am concerned, all sexual areas of a woman should be covered: boobs, belly, and butt. Bare arms and legs are okay with me, as appropriate for the situation. One would not go to a job interview wearing a bathing suit or shorts, if they want the job, and one should always dress for the job afterwards in the same way as they did for the interview, lest the employer feels that they were deceived, unless the employer says that casual is okay. 

If a woman wears a short skirt, she should not wear one so short that her underwear shows when she sits down or bends over, unless she wears a pair of bike shorts underneath. I did that when I was slimmer and wore short skirts, so I could relax and not worry about my skirt riding up when I sat down. Also, for a liturgical dance costume, I wore leggings underneath so that nobody was distracted by seeing my legs.

It is kind for women to not dress in too distracting of a way when they go to church, so that it is easier for men to focus on the preaching, but if the weather is hot and they want to wear shorts, why should they have to suffer the heat when men wear shorts to church for comfort?'
